Prepared by Transport Canada and Michigan Department of Transportation, this document answers questions raised by Representatives and Senators of the Michigan Legislature concerning the proposed public-private partnership arrangement for the new Detroit River International Crossing project and the financial liability this could pose for Michigan in the future. It explains the proposed P3 arrangement and how financial risks would be allocated, and addresses the issue of whether anticipated toll revenues could cover future costs, and demonstrates that Michigan would not be liable for any costs for the DRIC project.

Ontario Statement - DRIC Traffic Projections Confirmed by Michigan Study

-- The Michigan Department of Transportation (MDOT) today released traffic information from a study prepared at the request of the Michigan Legislature. MDOT says findings from the new study reaffirm:

•  the need for an additional border crossing in the Detroit-Windsor corridor despite the current economic downturn;

•  traffic projections developed as part of the Detroit River International Crossing (DRIC) Final Environmental Impact Statement (FEIS);

•  the strong bi-national commitment to construct a new publicly owned border crossing that will provide end-to-end connectivity and redundancy for the existing crossings.

January 27, 2010 - MDOT issues a Request for Proposal of Interest for the development of the DRIC Project under one or more Public-Private Partnerships.

The Michigan Department of Transportation (MDOT) and Transport Canada (TC) are pleased to present a Request for Proposal of Interest (RFPOI) to individual firms or teams with experience in developing and/or financing large transportation infrastructure projects either in North America or internationally and that are interested in the development of the Detroit River International Crossing Project under one or more public-private partnerships. Individual firms or teams interested in responding to this request (Respondents) are invited, on a non-binding basis, to express their interest in the project.

The DRIC Study Team would like to advise study stakeholders and the public about additional information that is now available for review.

Additional air quality information was communicated to the Windsor-Essex region through media interviews and an Opinion/Editorial by SENES Consulting (click here to view this document). This information has been posted to this web site. Technical reports continue to be added to the Canadian Reports section of the website and all interim draft reports are expected to be available by the week of October 1, 2007.

Stakeholders and the public are encouraged to provide comments to the DRIC Study Team any time between now and early November.

Drilling to test for the location of salt cavities will begin in January 2007. Rigs will drill 14 holes to a depth of about 1,500 feet. This work is standard practice and safe. It will take several months to complete and will be done on public and private property for which permission has been granted. MDOT is committed to doing all it can to reduce disruptions to the neighborhood."
